The expenses specified in the attached statement having been incurred by the Naval Department for the services stated, the cost of which, under the circumstances explained, appears chargeable to the Votes of your Department, I have to request that you will be good enough to cause repayment of the sum in question to be made to the credit of Naval Services.

The necessary Receivable Order is attached hereto, and it is requested that this may be transmitted to H.M. Paymaster-General, together with the authority for the transfer of the sum claimed.
